قالت المفوضية العليا لشؤون اللاجئين التابعة للامم المتحدة أن مربي الماشية الذين فروا من القتال في صعدة يواجهون الان "موقفا بالغ الخطورة ومأساوي" لان معظمهم باعوا ماشيتهم وصرفوا ما كان لهم من مال قليل على سداد ايجار مساكن أو دفع تكاليف الغذاء. مبدية خشيتها من تسبب الجوع في حدوث إضطرابات، بعد توقيع هدنة بين السلطة والحوثيين في فبراير لوقف إطلاق النار وإنهاء القتال الذي يدور بين الجانبين منذ عام 2004 وعلى فترات متقطعة، أدى الى نزوح أكثر من ربع مليون شخص.
وقال برنامج الاغذية العالمي التابع للامم المتحدة انه رغم انتشار الجوع على نطاق واسع فقد خفضت حصص الغذاء مرة اخرى نتيجة لنقص تمويل المانحين.
ويقول البرنامج ان نحو 7.2 مليون نسمة أي ثلث سكان اليمن يعانون من جوع دائم. ويحتاج نحو 3.4 مليون منهم لمساعدات غذائية لكن لا يحصل على حصص غذائية الا 475 الف شخص واضطر البرنامج في مايو ايار الى خفض تلك الحصص الى النصف. موضحا أن من بين هؤلاء 270 الف شخص فروا من القتال بين القوات الحكومية والمتمردين في بلدة صعدة الشمالية والمناطق القريبة منها. وباع كثيرون منهم اخر ما لديهم من رؤوس الماشية أو تخلوا عن الرعاية الطبية اثناء الانتظار ليروا ان كانت الهدنة الهشة ستستمر.
وقالت ايميليا كاسيلا المتحدثة باسم برنامج الاغذية العالمي : "لم يبق للناس بعد ذلك الا ثلاثة خيارات اخرى - الثورة أو الهجرة أو الموت. خفض الحصص ليس خطوة اولى وانما ملاذ أخير."
مشيرة إلى ان "بقية الناس لا يتلقون أي مساعدات في الوقت الراهن. ومن يتلقون مساعدة يحصلون على نصف ما كان يجب ان يحصلوا عليه." ويعاني أكثر من طفل واحد من كل عشرة أطفال من سوء تغذية حاد في اليمن الذي لا يتجاوزه في المعدلات المروعة الا افغانستان. وحسب كاسيلا فإن "كثير من الاسر يكاد غذاؤها يقتصر على الخبز والشاي." ومن بين الباقين من قرابة النصف مليون شخص الذين يحصلون على مساعدات لاجئون من الصومال واثيوبيا بالاضافة الى بعض الاطفال اليمنيين دون سن الخامسة والنساء الحوامل أو المرضعات
ونقلت رويترز عن "ماهيشيش" المتحدث باسم مفوضية الأمم المتحدة، قوله : "الناس يحجمون حتى الان عن العودة الى مناطقهم الاصلية فما زالوا لا يشعرون بالامان ويخشون الالغام والذخائر التي لم تنفجر."في حين أكد أنهم " يريدون دليلا على ان السلام حل بالفعل".مضيفاً: " لذا فقد أتى هذا في أسوأ وقت بالنسبة اليهم."
ومن جانبه قال صندوق الامم المتحدة للطفولة (يونيسيف) "ان الاطفال هم أكثر الفئات تأثرا بنقص الغذاء". وقالت المتحدثة باسم اليونيسيف كريستيان برتيوم عن الأطفال أنـ"هم أول من يعانون".
وكشف تقرير لرويترز عن عدم تلقي صندوق الأغذية العالمي من الأموال الذي دعا المانحين لتقديمها لليمن هذا العام، والبالغة 103 ملايين دولار، سوى 27.7 مليون دولار . وذكرت كاسيلا ان من بين المانحين حتى الان الولايات المتحدة وبريطانيا والمانيا وايطاليا والسعودية لكن دولا اخرى لم تتبرع حتى الآن.
